Hippo stands for the highest-paid person’s opinion.

This is an ironic way of saying that decisions in companies are not always rational or sound. Often it is the most senior manager (ie highest-paid person), who will dictate the final decision, based on their own gut feel or possibly based on their own whims and preferences.
