Full Definition of National Welfare Fund


A fund established in 2008 by the Russian government to guarantee the voluntary pensions of its citizens. Originally a part of the Oil Stabilization Fund, it is managed by the Russian Ministry of Finance and is an important fiscal tool for managing excessive liquidity, keeping inflation in check, and insulating the economy from the volatility of its oil and gas revenue.
